PHIVOLCS warns of possible lava dome crack on Mayon that could trigger pyroclastic flows
(Legazpi City August 25, 2022) Resident volcanologist Dr. Paul Alanis of the Philippine Institute of Volcanology and Seismology (PHIVOLCS) has warned of a possible crack on the portion of the lava dome that might generate pyroclastic flows particularly if a strong earthquake hits Albay and could trigger the catastrophe. During the emergency meeting called by Gov. Noel E. Rosal on Thursday attended by members of the Provincial Disaster Risk Reduction and Management Council (PDRRMC), Dr. Cedric Daep, Chief of Albay Public Safety and Emergency Management Office (APSEMO), discussed the safety precautions to reduce the hazard from Mayon Volcano, especially those activities within the 6-kilometer permanent danger zone (PDZ). Daep reminded the City and Municipal Disaster Risk Reduction Management Officers and the punong barangays who attended the emergency meeting to warn the population still residing within the 6-kilometer PDZ. He asked for the masterlist of the population that may be at risk, the total number of farmers cultivating within the PDZ, as well as the total number of residents within the PDZ who were granted relocation houses. With these updated data, Daep emphasized that if the alert level status of Mayon Volcano raises again to the next levels, they can immediately proceed with the proper execution of evacuation and other plans for each barangay surrounding the foot of the volcano. Just in case the worst happens, the Provincial Government will supervise the plan of action through the respective C/DRRMOs and BDRRMOs. In addition, a preventive plan was also put in place to secure the welfare of the animals. During the previous PDRRMC meeting held Wednesday, Governor Rosal directed the authorities to evacuate the families and strictly forbid farmers to cultivate within the stated vicinity as one of their preventive measures. Recently, Gov. Rosal ordered a “no-human activity” within the 6-km PDZ.

Albay, Bicol-BFAR award motorized bancas to Albayano fisherfolks
Through a profitable partnership with the Bureau of Fisheries and Aquatic Resources (BFAR) Region V, the Provincial Government of Albay (PGA) awarded ten (10) units of motorized fishing bancas to Albayano fisherfolks during yesterday’s (August 24) distribution held at the Agri-Food Consolidation and Trading Center (AFCTC), AFBVill, Cabangan, Camalig.
During the distribution, Albay Gov. Noel E. Rosal acknowledged the fruits of partnership with Bicol-BFAR through its Regional Director Nelson B. Bien and said that the bancas would be of great help to the livelihood of ordinary Albayano fisherfolks.
The ten beneficiaries are from the coastal barangays of Tabaco City, Sto. Domingo, Legazpi, Rapu-Rapu, Manito, Oas and Pioduran.
The fiber glass-made bancas which are complete with accessories have been realized through a partnership with Bicol-BFAR and the Provincial Fishery Office (PFO) through the Albay Provincial Agriculture Office (APAO).
Also present during the distribution were Vice Gov. Edcel “Grex” Lagman, Board Member Jacem Palmiano (3rd District/Chairman Committee on Agriculture at the 14th Albay Sanggunian), OIC Provincial Agriculturist Rosalinda Belodo, PFO chief Alvin Christopher Lat and representatives from the different Local Government Units (LGUs).


(Legazpi City, August 25, 2022) Members of the Albay Provincial Disaster Risk Reduction Management Council (PDRRMC) on Wednesday gave a briefing on Gov. Noel E. Rosal about the current risk status of Albay from the threats of disasters during the Council’s 3rd Quarter Meeting held at the Albay Astrodome, Legazpi City.
Philippine Institute of Volcanology and Seismology (PHIVOLCS) resident volcanologist Dr. Paul Alades said the status of Mayon Volcano was raised to Alert Level 1 on Sunday (August 21) due to the increased dome height and faint glow on its crater. Dr. Alades recommended refraining from going to the 6-kilometer permanent danger zone (PDZ). The Governor also ordered all mayors of barangays surrounding the foot of the Volcano to evacuate the 6-kilometer PDZ to ensure the safety and security of the locals. No human activity is allowed inside the PDZ.

On the other hand, Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) Weather Specialist II, Melvin Almojuela reported that within the week Bicol region will not be experiencing any gale warning. Almojuela also mentioned that the status of La Niña is near normal to above normal which is expected to last from August 2022-February 2023. For his part, Provincial Health Officer Nathaniel Rempillo, there are 3,283 total COVID-19 cases in Albay from January to August 2022. Dr. Rempillo added that as of August 2022, the status of fully vaccinated is 86% of the total population of Albay Province. The Coast Guard reported on MV Sky Fortune, the cargo vessel which ran aground near Tabaco Port, and said the process of extracting the remaining 20,000 sacks of rice is still waiting for the approval of the Municipality of Malilipot and/or Malinao as a dumping location. Moreover, the repatriation of Indonesian crew is also being processed by immigration. The Provincial Government continues to visit and give food and medical aid to the remaining crew. The Governor personally visited the vessel last week to provide assistance.

NGA 911 introduced services in procuring emergency assistance in the Province of Albay
(Legazpi City, August 23, 2022) The developers of the Next Generation Advanced (NGA) 911 held a follow-up meeting with the Provincial Government of Albay and the Local Government Unit (LGU) of Legazpi City at the Red Room, Albay Capitol to relay the efficacy of their services in providing immediate response to emergencies.
NGA 911 proposed a call handling system to provide emergency assistance to the public by simply dialing the three-digit numbers on their phones. If we can recall, one of the introduced platforms of Albay Governor Noel E. Rosal is to put up local command centers for emergency purposes especially, for public health rescues. However, further discussion was set between the NGA developers, the Provincial Government of Albay, and the LGU of Legazpi City to test whether the service of 911 will be viable and to justify who will procure the said service. On the other hand, Atty. Jellie Molino, a procurement lawyer, shared her expertise regarding the significance of having their own procurement guidelines in the local government. She emphasized that the procurement system is a strategic instrument that promotes secondary policies and social considerations.

PGA to Pursue ISO Certification by October
(Legazpi City, August 23, 2022) — In an Executive Orientation to discuss Quality Management System, the GML Reviews and Consultancy (GMLRC), owned by Mr. Gilbert M. Llovit, laid out the benefits and advantages of acquiring the International Organization for Standardization (ISO) certification through a presentation of project proposals and activities to Albay Governor Noel E. Rosal, Monday at the Albay Capitol.
Gov. Rosal requested to start the process of certification by October 2022 in preparation for the upcoming events of Albay by the year 2023. Becoming ISO certified will improve the overall performance which will further showcase the accomplishments of the Provincial Government of Albay, as well as serve as an encouragement to international investors to invest in the province of Albay. Moreover, through a sequence of training and seminars, government employees will become more competent in their tasks, specifically in problem-solving.

The Philippine Statistics Authority (PSA) Region V paid a courtesy visit to inform and ask for support from Albay Governor Noel Rosal about the conduct of the 2022 Community-Based Monitoring System (CBMS), a technology-based system launched by PSA to collect and process data. According to Danilo V. Luceña, PSA Region V Chief Statistical Specialist, CBMS has rendered a great outcome in profiling since the time it was launched.

She’s the first Filipino to win the Miss Global title and also won the Best in Talent award, which was held in Bali, Indonesia on June 11. Ms. Tormes is a proud Polangueña and was previously crowned Mutya ng Ibalong Tourism in 2015. She also previously competed in the Binibining Pilipinas and Miss Philippines Earth pageants.
