The Provincial Government of Albay (PGA) thru the Provincial Social Welfare and Development Office (PSWDO) and the Gender and Development Office (GAD) , spearheaded this year’s Women Summit on March 29, 2019 at the Albay Astrodome.

With this year’s theme, “We make change work for women,” the Provincial Government conducted the event to empower women and celebrate the important role they play in our society and in nation-building.

Governor Al Francis C. Bichara who attended the event emphasized in in his message the important role played by women.

“An mga kababaihan an saro sa mga importanteng tawo. Magpuon sa pamilya, sa sociodad, kumunidad, munisipyo hasta sa nasyon,” he said.

Participants came from various women organization and community colleges within Albay.

The movie – Owl Butterfly, which was played during the event, captured the attention of most participants. It was an advocacy film about childhood sexual abuse which generally tackles the indifference in the society.

Ms. Glenda Ressurreccion, the writer of the movie, personally shared her experiences as she urged women to never be afraid to speak, as well as highlighted the importance of having a personal connection with the Lord in dealing with traumatic experiences.

Simultaneous events were conducted in the afternoon. Representatives from the Provincial Health Office (PHO) headed by Dr. Antonio Ludovice conducted a medical and dental mission. Mothers enjoyed the afternoon event as they participate in parlor games initiated by PSWDO headed by Dr. Eva Grageda.

The Provincial Government of Albay, helmed by Albay Governor Al Francis Bichara, held today a simultaneous optical mission and distribution of family food packs in the first district of Albay.

The Provincial Social Welfare and Development Office (PSWDO) team headed by Dr. Eva A. Grageda, RSW, OIC PSWDO Albay, conducted optical examinations and provided free eye glasses to two hundred (200) students from Tabaco Northwest Central School. Senior citizens and persons with disabilities were also provided with eleven (11) free wheelchairs.

Next stop was at the Malinao Covered Court where Governor Bichara distributed three hundred (300) family food packs to the residents of Malinao. And due to El Niño, the Albay Provincial Agricultural Office also distributed three hundred (300) free packs of various types of seeds.

The Governor then proceeded to the Municipality of Tiwi and offers the same services and distributed another five hundred (500) family food packs for the hundreds of residents from the different barangays of Tiwi.

The Provincial Government of Albay, led by Governor Al Francis Bichara, through the PTCAO welcomed the arrival of the participants to the 12th Southeast Asian Biosphere Reserves Network (SeaBRnet) Meeting which will be held on March 26-28, 2019 here in Legazpi City, Albay.

Coming from all over the Southeast Asia region, the expected 125 international and local attendees started pouring un as early as 5 am today and continues to do so. Tomorrow, two groups will roam around Albay’s notable natural spots. This will be followed by a series of workshops and reports on the next two days at the Oriental Hotel.

Governor Al Francis Bichara will personally welcome the participants dueing the formal program and discuss the developments of Albay in the recent years.

The Provincial Government of Albay (PGA) through the Provincial Education Department (PED), conducted the very first Top 20 Governor’s List Awarding Ceremony today, March 22, 2019 at the Albay Astrodome, Legazpi City to recognize the performing students coming from the nine (9) community colleges of Albay.

Fortunate top 20 students of the community colleges of Daraga, Libon, Ligao City, Manito, Oas, Polangui, Rapu-rapu, San Jose and Tiwi will receive the award as it was to be given by Governor Al Francis C. Bichara. In his opening remarks, Governor Bichara expressed how proud he is to all of the students present at the event. He further encouraged the students to maintain their high grades to also reap more successes in the future. He also recognized the valuable efforts of the teachers who imparted their knowledge to their students to become the person they are now.

“You are very lucky that you were born at this time because in our time, there were no community colleges. Kayong mga bright students ang susunod na mga successful citizens of the Republic of the Philippines. When I see you next time, each of you will become professionals. Most of you will become great leaders of your community.”, Governor Bichara said.

This years Top 20 Governor’s List Awarding Ceremony will be the very first gathering of bright and honor students as Governor Bichara said that he will make this as an annual event of the Provincial Government of Albay (PGA) in his governance.

In line with his strong advocacy to strengthen and provide medical assistance to the whole province of Albay, Governor Al Francis C. Bichara once again headed the free social, medical, dental and optical mission facilitated by the Provincial Social Welfare and Development Office (PSWDO) and the Provincial Health Office (PHO) today, March 22, 2019 at the Jovellar Gymnasium, Jovellar, Albay.

Through his initiative, twenty-five (25) wheelchairs were distributed among the first twenty-five (25) listed receipients who are persons with disabilities (PWD) and senior citizens coming from the remote areas of the municipality.

“Nagpasalamat akong maray sa satung gobernador sa tinao nyang medical, dental and optical mission sa satuyang banwa.”, Mayor Jorem Arcangel said.

According to Board Member Dante Arandia, doctors from the different upland areas of Albay interconnect to extend their service to the municipality of Jovellar. Also, members from the Provincial Government of Albay (PGA) facilitated the delivery of free medicines and eyeglasses.

“Tigdara mi ini digdi saindu para su mga nagkakaproblema sa mata, dae na maduman sa harayuon sa centro para magpacheck-up. Asin su mga may makulog na ngipun at sa lawas, madali ta na sanang mabulong.”, Governor Al Francis said during his message.

Subsequently, the residents of Camalig, Albay will be the next beneficiary to be served by this free medical, dental and optical mission which will happen on Monday, March 25, 2019.

In partnership with the Philippine Association of Social Workers, Inc. the Provincial Social Welfare Development Office of Albay headed by Gov. Al Francis Bichara, spearheaded today, March 21, 2019, the Social Work Day celebration at the Albay Astrodome, Legazpi City.

The event aims to promote the Importance of Human Relationships. Social Work Day is the key day in the year that social workers worldwide stand together to celebrate the achievements of the profession and take the theme message into their communities, workplaces and to their governments to raise awareness of the social work contributions and need for further action.

Ms. Emma N. Lindio, RSW, MSSW Out-going Vice President of MSWDO – Daraga warmly welcomed the guest and participants in the event. This was followed by an inspirational message of Dir. Arnel B. Garcia, CESO II, Regional Director, DSWD V.

Governor Al Francis Bichara on his Inspirational message personally welcomed the guests and participants in the event, and in his message, he honored the big role of Social workers in the society, “this is a noble profession, and you need a lot of patience, you deal with different types of people” Bichara stressed.

After the oath-taking ceremony of the newly elected PASWI Officers and Board of Directors –Albay Chapter and awarding of certificate of recognition to out-going officers and board of directors, the newly elected President of PAWSI –Albay Chapter, Dr. Eva A. Graceda, RSW, OIC PSWDO Albay, gave her words of acceptance.

The program continued with parlor games and a zumba session which were actively joined by the participants.

In line with his strong advocacy to deliver quality social and medical services, especially to the upland barangays of Albay, Governor Al Francis Bichara once again headed the regular PGA medical, dental and optical mission catering the residents of 16 upland barangays of Ligao City today, March 15, 2019 at Barangay Paulba, Ligao City covered court.

The free provincewide social and medical aid continues as the team distributed thirty (30) wheelchairs and twenty (20) stick canes to people with disability (PWD) for residents of the barangays of Abella, Bacong, Balance, Busac, Francia, Malama, Oma-oma, Palapas, Paulba, San Vicente, Tandarora, Tiongson, Tupas, Pinamaniquian, Cullat and Allang, all are remote areas in the northern part of Ligao City. The representatives from the Provincial Government of Albay (PGA) conducted free medical examination, medicine distribution, eye examination, distribution of eye glasses, and dental services as well.

To also give assistance to the residents suffering from asthma, Governor Bichara distributed nebulizer machines to the Barangays Captains present during the conduct of the event.

“Ipadagos ta ini ta dakul pang mga tawu ang mas nangangaipu ki mga arug kaining serbisyo”, Governor Bichara said.

He also acknowledged the efforts of the Local Government Unit (LGU) of Ligao City headed by City Mayor Patricia Gonzalez-Alsua for their active involvement to make the event come into reality.

Along with thousands of Albayanos from all over the province, Governor Al Francis Bichara welcomed the Hugpong ng Pagbabago (HNP) Senatorial candidates and other local candidates today, March 14, 2018 at the Albay Astrodome.

The group was led and introduced by Presidential Son Sebastian Duterte, who is running for Vice Mayor in Davao City, in the absence of Presidential Daughter Davao City Mayor Sarah Duterte, who is also the Chairman of the HNP.

Numerous village chiefs from all over the province of Albay attended the program to be fully informed and enlightened of the platforms and advocacies of the HNP candidates. Among the senatorial candidates present were SAP Bong Go, Former PNP Chief Bato Dela Rosa, Former MMDA Chairperson Francis Tolentino, former Senator Bong Revilla, Senator Sonny Angara, former Senator JV Ejercito, Congressman Dong Mangudadato, Governor Imee Marcos, Mr. Jiggy Manicad and former Senator Jingoy Estrada.

In his message, Governor Al Francis C. Bichara encouraged the Albayanos to choose and vote wisely these upcoming senatorial and local elections.

“Let us choose the people that can help Albay, voter for those that aid us in achieving our goals to uplift the lives of the Albayanos,” he stated.

Also, Governor Bichara, during his speech, reiterated the development plan to fast track the PNR Bicol Express, the railway system from Manila to Bicol. He also raised the AKB Mayon plan which aims to restore the tourism strand highlighting the Mayon Volcano as the number one tourist attraction in Albay. Pursuing to put a concrete road and fences around the Mt. Mayon to restore, protect, and maintain its features and natural beauty.

Based from the records and statistics division of Commission on Elections (ComElec), Region V has 3, 121, 662 registered voters and the province of Albay has an 85.77% voters’ turn-out from all among the registered voters in the region.
