The Provincial Government of Albay under the dynamic leadership of Gov. Al Francis C. Bichara through the Provincial Youth Development Office (PYDO) headed by Mr. Rhondon C. Ricafort, Youth Officer II conducted and led its training program “L.I.D.E.R KABATAAN Capacity, Capability, and leadership training” for the youths of Albay province.
The said training is one of the many initiatives of the PGA, as the governor envisions a province where all the youths are well-trained to become good and effective leaders in their community and also to promote gender equality.
The two-day training with 5 batches is full of learning and enjoyment for the youth participants. They were given a fun activities on how to make an effective project proposals, how to be an effective debater, orator, and public speaker.
In gender equality topic, the participants of the 4th and 5th batch was the LGBTQ community. All of them has been oriented to their rights under the SOGIE Ordinance of the province. They are also given a chance to showcase their skills in oratorical which they shown their knowledge and intelligence towards a number of specific topics they were given of like Legalizing the use of Marijuana for medical use, same sex marriage, death penalty and etc.
The PGA together with the PYDO also conducted tree planting activity. The participants were excited and happy while planting trees at the hill part of the said campsite. Moreover, PGA successfully planted over 500 Narra trees which is considered as a contribution to the community in promoting clean and green program, which is also part of the priorities of Gov. Bichara.
In light side, the whole training is likely meeting new friends as well as learning and gaining lots of fun and amazing experiences.
The Provincial Government of Albay (PGA) headed by Gov. Al Francis C. Bichara through the Albay Veterinary Office (AVO) successfully received and hauled one (1) pregnant dairy buffalo and 2 heifers from Philippine Carabao Center (PCC), Los Banos, Laguna on last February 4, 2022. Part of this is the aim of AVO in ensuring and upholding the Carabao development programs of the PCC in the province by maximizing the carabaos thereby creating profitable buffalo-based enterprise among Albayanos.
(Legazpi City, March 1, 2022) – The Provincial Government of Albay (PGA) led by Governor Al Francis Bichara catered to three (3) barangays in Gogon Elementary School’s covered court, on the first day of March this year, through the conduct of the three PGA departments. These departments were the Provincial Health Office (PHO), Provincial Social Welfare and Services (PSWDO), Albay Provincial Agricultural Office (APAO), and Albay Veterinary Office (AVO), according to PHO PGDH Dr. Estela Zenit, the overall missions head.
The Albay Provincial Agricultural Office (APAO) ceaselessly distributed ready-to-plant seeds of patola, monggo,okra, pechay, and pole sitaw to the interested beneficiaries.
On Operation Tuli, a seven-year-old young lad courageously faced being circumcised by trained medical professionals of PHO. The oldest to be operated on his second baptism was a fourteen (14) year old. The enlisted number of patients according to PHO as of this morning was 46.
As usual, the medical, dental, and optical missions were the blockbusters offered to the residents who patiently waited in long lines, along with their peers, children, and guardians. Despite the sea of people, the team always makes sure that they are still following IATF health protocols and strict social distancing.
A resident, an 84-years-old female, accompanied by her in-law waited in the priority lane for the senior citizens and PWDs. She stated that her purpose of coming is for the medical check-up, on her swollen feet and arms, and to have booster shots.
A resident, 57-years-old, came for an optical check-up, he stated that he could barely see anything, most especially his left eye. He hoped to get a consultation with an ophthalmologist and get an eyeglass. The PSWDO partly recorded 156 residents the optical check-ups.
A pregnant woman came with her 6-year-old son for a dental check-up. She went with her son, to get his teeth to be checked up and extracted. She also stated that they came early despite the uncertain drizzle.

The Provincial Government of Albay (PGA) under the administration of Gov. Al Francis C. Bichara through the Provincial Social Welfare and Development Office (PSDWO) continuously provide medical, dental and optical mission and COVID-19 Vaccination held in Puro, Lamba and Dapdap, Covered Court Legazpi City.
PSWDO headed by OIC Dr. Eva Grageda facilitated the distribution of wheelchairs to 18 senior citizens and PWDs, 117 prescriptive and reading eyeglasses to adults and children and 2 clients were provided with financial assistance. Other services were free provision of medicines, laboratory tests, operation tuli and free seeds/planting inputs. Pets such as cats and dogs were also provided with free deworming and anti-rabies vaccines.

Hence, yesterday, February 23, 2022 the ALSWDOPI Officers convened with Gov. Bichara together with the Provincial Social Welfare and Development Office (PSWDO) headed by Dr. Eva Grageda. The said event marked the 1st National Meeting and Oath Taking Ceremony. The meeting and oath taking were attended by special guest from ALSWDOPI.
In accordance with the provisions of R.A. No. 10868 otherwise known as “An Act Honoring and Granting Additional Benefits and Privilege’s to Filipino Centenarian”, the Provincial Government of Albay under the dynamic leadership of Gov. Al Francis C. Bichara, through the Provincial Social Welfare Development Office (PSWDO) headed by Dr. Eva Grageda grants P50,000 cash incentive to Mr. Isodoro Cao of Tabaco City.
The aforementioned cash incentive and the Centenarian award is for recognition of the longevity of the Filipino people, it is in addition to the P100,000.00 tax free cash benefits provided by the national government through Department of Social Welfare and Development (DSWD).
(Legazpi City, February 21, 2022) – The Albay Provincial Veterinary Office (APVO) dewormed and vaccinated thirteen (13) pets while joining the medical, dental, optical missions and COVID-19 vaccination held at Barangay Bogtong.
Five (5) dogs and five (5) cats were injected with the anti-rabies vaccine while two (2) dogs and one (1) cat were dewormed. According to PGDH Dr. Pancho Mella, the said vaccination and deworming of pet animals were equally in support to the same program actively performed by the City of Legazpi Veterinary Office.
The same vaccination that occurred in the morning last February 18 at Barangay Pawa conducted by APVO recorded five (5) pets were dewormed and anti-rabies vaccination where two (2) dogs were injected with anti-rabies vaccine, and three (3) felines were dewormed.

(Legazpi City, February 18, 2022)- The Provincial Health Office (PHO) in conducting a simultaneous health services mission in Pawa Elementary School led by Governor Al Francis Bichara, with the volunteer team from Provincial Youth Development Office – Albay (PYDO) helped jointly hundreds of residents of the barangay Pawa, of free physical check-up’s, dental and optical deficiencies.
Aside from the health services, there was also a free haircut and distribution of seeds held sponsored by APAO headed by Ms. Che Rebeta, Provincial Agriculturist. The Barangay Pawa residents patiently waited in getting their blood pressures and temperature check-ups, obeying and following the strict rules of social distancing, while the volunteer team gave free “lugaw” and mineral waters, courtesy of Vice Governor Edcel Greco A. Lagman.
In an interview, a grade 12 student, Janalyn Perez, who lined up for her optical check-up, said that ever since she was an elementary pupil she had bad eyesight, saying further that her eyesight had worsened during the pandemic crisis caused by online classes due to the over use of the gadgets.
“Today is the day that I am able to have my eye check-up because of the free medical services,” she added
An 80-year-old male, waiting for dental check-up and in the extraction of his decaying tooth, was originally from Arimbay, and he came to Pawa after he had missed the medical mission on their own barangay.
Aside from him, there were also these two women both residents of Barangay Pawa, with ages 79 and 75, respectively, are sisters. One was disabled while the other one has a heart disease who lined up to get free medicines.
“Salamat sa mga siring kaining medical mission, ta natatabangan kaming mga wara kwarta.” she added. They have been waiting patiently along with the other residents to get the free medicine and vitamins by presenting their medical certificates and doctor’s prescriptions.

The Provincial Government of Albay (PGA) under the dynamic administration of Gov. Al Francis C. Bichara conducted its Joint Workshop and Hands-On Training for the Operation of Plastic Recycling Facility (PRF) on February 18, 2022 at Negosyo Auditorium in AFBVille Cabangan, Camalig Albay.
The said activity aims to promote the importance of being Hands-On in Operating the Plastic Recycling Facility. Hence, to help conserve natural resources and offer jobs that will help the Albayano earn income for economic benefits. The workshops were attended by Provincial Agriculturist Cheryll Rebeta Together with the Department of Environment And Natural Resources Department Head Ma. Teresa F. Atos together with PA Eng.Vida Prollamante, and Engr. Daphne Indira Mandane Seguibense and participants.

Edcel Grex Burce Lagman through the Provincial Agricultural Office headed by Provincial Agriculturist, Cheryll Rebeta conducted its Rice Farmers Financial Assistance pay-out in Ligao City, Albay last February 14, 2022.
The RFFA is an unconditional cash transfer program which aims to provide P5,000 financial assistance each to rice farmers tilling 2 hectares of land and below in the province of Albay. The program aims to provide cash grants to eligible rice farmers to compensate for their income losses due to the decline in palay prices.
