The Provincial Government of Albay (PGA) under the dynamic leadership of Gov. Al Francis C. Bichara through the Provincial Social Welfare and Development Office (PSWDO) headed by OIC Dr. Eva Grageda spearheaded the distribution of wheelchairs on February 15, 2022 at Pio Duran, Albay.

During the said activity, twelve (12) beneficiaries had received wheelchairs and were simultaneously done with the pay-out of financial assistance to farmers through the Albay Provincial Agricultural Office. This is to support the mission of Gov. Bichara in sustaining and upholding the health and welfare of the Albayanos.

Gov. Al Francis C. Bichara top priority program is to nourish and sustain the needs and rights of the Albayanos to sufficient, available and affordable foods at all times. Thus, the Provincial Government of Albay through the Albay Provincial Agricultural Office headed by Provincial Agriculturist, Cheryll Rebeta and Provincial Social Welfare and Development Office (PSWDO) OIC Dr. Eva Grageda administered its day one (1) distribution of rice farmers financial assistance and wheelchairs to senior citizen and PWD beneficiaries in Pioduran, Albay.

The said activity was part of the Rice Farmers Financial Assistance (RFFA) of by PGA to provide direct cash transfer primarily to the Albayano Farmers within the province to compensate for the income loss of rice farmers due to the drop in palay prices during this crisis brought by the natural disasters and pandemic.

The Provincial Government of Albay (PGA) under the dynamic and innovative leadership of Gov. Al Francis C. Bichara in partnership with the TESDA headed by Provincial Director Ruth Estangki Dayawen through the Albay Provincial Agricultural Office (APAO) provided training allowance for remote barangays for Raise Organic Hogs leading to OAP NCII in Bagatangki and Quinarabasahan, Malinao Albay on  last February 10, 2022.

The said program aims to support Gov. Bichara mission in providing livelihood programs to the Albayano farmers for them to earn income and engage themselves into healthy and leaner livestock’s. Hence, in order to learn how to raise pigs in organic ways. With the AFBVille Farm School the PGA can easily provide and brings services and government program closer to the people.

Gov. Al Francis C. Bichara aims to sustain and uphold the welfare of the Albayanos in terms of Economic and Food security. Hence the Provincial Government of Albay (PGA) through the Albay Provincial Agricultural Office (APAO) together with the 4-H Club of Bacacay had been given an award and 15k Cash Prize for winning 1st Place during the 69th National 4H Summit with the theme “Rise of the 4-Her. ”Reaching Independence, Sustainability and Empowerment of the 4-H Club amidst the Pandemic” that was held virtually last October 27-29, 2021.

4-H Club of Bacacay bagged the National Excellent Achievers Award 2020 under the Economic and Food Security Category. Present during the Awarding are the Agricultural Training Institute-RTC5 Center Director Mrs. Elsa Ani Parot, Mrs. Techie Lizaso, RBO Regional Focal Person, with staff Charlene Freeman and MJ Ramboyong; APAO headed the Provincial Agriculturist Mrs. Cheryll Rebeta, 4H Club Bacacay headed by MA Doc Jp Serrano, Alena Barcellano 4H Municipal Coordinator and to all 4H Club officers and members.

The Provincial Government of Albay (PGA) through the Albay Veterinary Office (AVO) together with the Department of Agriculture-Regional Field Office V (AD-RF O) conducted site validation of farmer association at Bacacay Albay on its application to the Integrated National Swine Production Initiatives for Recovery and Expansion (INSPIRE) Program.

The INSPIRE program aims to calibrate repopulation and enhance the local swine industry to recover the sector’s capacity to produce sufficient supply of hogs and pork in the country. This is being implemented in the province by the Department of Agriculture-Regional Field Office 5 (DA-RFO 5), its relevant agencies and concerned Local Government Units (LGU).

(Legazpi City, January 31, 2022) – In his efforts to bring the social and health services much closer to the people, Gov. Al Francis C. Bichara led in serving the hundreds of residents, both young and old, of several barangays of the town of Daraga, Albay by sending the health and social services workforces to helping the people of said barangays on their medical, dental, optical needs, including offering free vaccinations against COVID-19 virus, and free check-ups of their domesticated and pet animals.

The health and social services teams of the Provincial Government of Albay served the barangays of Maopi, Anislag, San Vicente, Pequeno, Mayong, and Canarom, altogether at the covered court located at Anislag Resettlement Site.

From here, Governor Bichara and the health and social services teams went next to serve another set of people in need of Tabaco City headed by City Mayor Krisel Lagman-Luistro, uniquely set at a privately owned venue named Hiraya Manawani, situated at Barangay San Vicente of the same city.

In this service-filled government projects on health and social services, Gov. Bichara continued to accomplish his aspirations to serve the people of Albay with more sincerity and aptly show to the people his commitment towards bringing the government closer to the people.

Bichara  through the Department of Agriculture Regional Field Office V (DAR FO-V) coordinated and presented the guidelines of the Integrated National Swine Production Initiatives for Recovery and Expansion (INSPIRE) Program to the Municipal Agricultures Office of Polangui Albay on January 28, 2022.

Bichara through the Provincial Social Welfare and Development Office (PSWDO) headed by Dr. Eva Grageda and Provincial Health Office (PHO) continuously administered its Medical, Dental, Optical Mission and COVID-19 Vaccination on January 28, 2022 in Daraga Albay.

During the activity residents of Kilicao, Alcala, Budiao (Old), and Matnog, Daraga were served free services at Kilicao Covered Court, Daraga, Albay. Twenty-seven (27) senior citizens and 3 children were provided wheelchairs, 154 beneficiaries provided eye refraction services and eyeglasses and 5 indigent clients were provided financial assistance. This is to support and uphold the mission of Gov. Bichara to sustain the welfare of the Albayanos.

The Provincial Social Welfare and Development Office (PSWDO) headed by Dr. Eva Grageda after reaching level 3 (top level) of Technical Assistance Resource Augmentation (TARA) Assessment, was invited and presented its outstanding programs, plans and activities and best practices of the Province of Albay to different LGUs in Bicol Region during the TARA Program Review and Evaluation Workshop (PREW), last, January 27, 2022 via Zoom.

The said event was initiated by the Department of Social Welfare and Development (DSWD) and was participated by P/C/MSWDOs of Region V. This is in support to all the programs, projects and activities of the provincial government that will surely benefit the Albayanos.

In a ceremony conducted at BUTC, Tayhi, the Provincial Government of Albay (PGA) under the governorship of Gov. Al Francis C. Francis, through with the Department of Agriculture (DA), headed by DA Sec. William Dar and Albay Provincial Agricultural Office (APAO) continuously administered  the Rice Competitiveness Enhancement Fund-Rice Farmers Financial Assistance (RCEF-RFFA) that was held at the Albay Astrodome

During the ceremony, Tabaco farmers received P5, 000.00 as monetary assistance under the RCEF – RFFA program. This initiative intends to sustain and provide help to the local farmers, under the R.A. No. 11230, a law aimed to increase rice farmers’ income and reduce rice production costs by 30% through the distribution of machinery, seeds, finance, and extension programs.
