Gov. Al Francis C. Bichara mission is to sustain quality and healthy foods for Albayano families through the Albay Family Based Food Production Program (AFBFPP) which is a priority project that was launched under his initiative hence, as a part of this program, the Provincial Government of Albay through the Albay Provincial Agriculture Office (APAO) and Provincial Organic Vegetable Station (POVES) administered its monitoring of the greenhouse in the Albay Farmers Bounty Village in Cabangan, Camalig.

The greenhouse in the Albay Farmers Bounty Village in Cabangan, Camalig was constructed for fostering and culturing organic vegetables and fruits. The premise shelters plants such as lettuce, pechay, bok choy and grapes which are greatly taken care of by the Albay Provincial Agricultural Office.


The Provincial Government of Albay (PGA) under the administration of Gov. Al Francis C. Bichara had been recognized by the Department of Interior and Local Government (DILG) as one of the 2021 Good Financial Housekeeping Passers of Region V and for having Good Financial Housekeeping last January, 4 2022.

During the awarding three (3) provinces, seven (7) cities and seventy-three (73) municipalities of the Bicol Region passed the Good Financial Housekeeping standards. The Good Financial Housekeeping aims to recognize Local Government Units (LGUs) with good performance in financial transparency.

On the recent concluded Service Delivery Capacity Reassessment the Provincial Government of Albay (PGA) under the governorship of Gov. Al Francis C. Bichara through the Provincial Social Welfare and Development Office (PSWDO) headed by Dr. Eva Grageda had been recognized for attaining the Level 3, the highest level category for the “Extended Service Delivery” with a service delivery index of 2.88 for CY 2020. The said recognition is in acknowledgement of the PGA’s efforts in implementing mandatory social welfare and development program across all sectors.

(Legazpi City, December 29) – Considered separate from the normal Gender Fair Language of other government offices complying with the program, Albay Public Information Office headed by PGDH Leonardo M. Flores in collaboration with Albay Gender Office headed by PGDC Dr. Rowena L. Ondiz, PH.D. hosted Tuesday December 28, 2021 a four-hour virtual seminar on the topic Gender Fair Language and Ethnographic Approach in the Advocacy for Gender Equality.

Starting from one-thirty in the afternoon of December 28, the said seminar was participated in purely and exclusively by employees of the different departments of the Provincial Government of Albay with Dr. Rowena L. Ondiz, Ph.D. as the main host and resource speaker.

Dr. Ondiz clearly and carefully discussed several topics leading to the objectives on how to achieve fairly gender language and ethnographic approach on the advocacy for gender equality in workplaces in conjunction with the United Nation’s Sustainable Development Goals specifically on Goal 5 which amplifies Gender Equality worldwide.

Of the various topics, Dr. Ondiz’s talk emphasized regarding (a) developing gender-fair stories, (b) written texts in the external environment, (c) ethnographic approach to advocacy, (d) language usages, (e) household information and documents, (f) using pronouns for gender distinctions, among others.  As a requisite step, Dr. Ondiz explained clearly that knowing the community intimately has to be ascertained broadly such as on the details of the lives in the community, the systems of the community organization, how the community solves its problems, and the community literacy and numeracy practices, which helped in understanding the ethnographic approach to advocacy on gender equality.

On language usages, Dr. Ondiz cited the following areas where the distinctions of fairly using gender advocacy on government information and slogans, election signs, religious writing, good wishes, wedding announcements, love messages, news, and media need to be given attention. Dr. Ondiz emphasized that the use of information has to be fairly practiced in stressing language usage towards its motive to eliminate the distinctions of gender. Sexism must be treated wisely for the purpose of maintaining gender equality, combined with fair language, by avoiding devaluing the female from the male group.

In carefully explaining this, Dr. Ondiz stressed how language shows its implications on culture reflection, articulating consciousness, and social effects. The behaviors and the beliefs of the people through language could either be altered or improved. In all, Dr. Rowena Ondiz hoped that the seminar will either motivate the workers of the Provincial Government of Albay, or create an atmosphere where gender-fair language is to be observed to affect an updated and sustainable, and comfortable relationship among employees.

The Provincial Government of Albay under the governance of Gov. Al Francis C. Bichara had been given an award by the Department of Social Welfare and Development Regional Office 5 (DSWDO ROV) with a Certificate of Commendation for the laudable initiative and support to the Implementation of Early Childhood Care and Development (ECCD) in the province. The award was given during the DSWD 70th Anniversary Celebration and Turn-Over Ceremony that was held March 26, 2021 at Hotel St. Ellis Theatre in Legazpi City. The said recommendation was given to recognize the reputable awards and incentive mechanism of the provincial government to the hardwork and service of Child Development Workers (CDWs).

In recognition and respect for Gov. Al Francis C. Bichara for his exemplary leadership and excellence for championing and prioritizing social welfare and development endeavors in his governance the Provincial Government of Albay (PGA) through the Provincial Social Welfare and Development (PSWDO) had been given an award. The award was given on November 17th Day of November 2021 during the ALSWDOPI National Social Welfare and Development Forum and General Assembly via ZOOM.

The awardee has contributed in distinct and commendable manners to the sustained vision, unwavering development thrust, growth and progress of the community, within his jurisdiction responsibility that contributed to the nation, building towards a better, stronger, and more peaceful province of Albay in a progressive in Philippine Republic in general.

(Legazpi City, December 21, 2021) – The Province of Albay under the able leadership of Governor Al Francis C. Bichara was declared the sole winner of the Energy Efficiency Excellence Award under the Local Government Unit (LGU) category in the Philippines this year.

This was announced through the responsible offices that undertook in complying with the program. They were the Provincial Planning and Development Office (PPDO) under PGDH Engr. Macario Pavia and the Provincial General Services Office (PGSO) under PGDH Oliver Cogasa.

In an interview, the representatives of PPDO and PGSO, Planning Officer IV Arnold Onrubia and Asst. PGSO Elmer de Ala, respectively, told Albay PIO that the Energy Efficiency Excellence Award was made known to the Provincial Government of Albay in an online awarding ceremony last December 17, 2021.The DOE program on Energy Efficiency and Conservation is being implemented to both government and private sectors in line with Republic Act No. 11285, otherwise known as Energy Efficiency and Conservation Act, which “promotes and encourages energy efficiency and conservation in its daily operations, including developing and utilizing efficient renewable technologies and systems to ensure optimal use and sustainability” in the use of fuel and electricity.

According to Planning Officer IV Arnold Onrubia, the Provincial Government of Albay under Governor Al Francis C. Bichara has bested two other LGUs in the wise implementation of energy on fuel and electricity.  In complying with R.A. No. 11285, the Provincial Government of Albay under Gov. Al Francis C. Bichara through the two said offices, submitted on October 21, 2021, the complete required official documents, ascertaining in the said document the actual procedures used by the Provincial Government of Albay in the implementation of the program, which was addressed to the Energy Utilization Management Bureau of the Department of Energy (DOE) headed by Director Patrick T. Aquino, CESO III.

In the said letter, Governor Bichara wrote that the submission of the requirement looked forward to “champion the causes of energy efficiency and conservation in the country.”

It will be recalled that an Energy Audit Team had virtually evaluated the Provincial Government of Albay through the Office of the Provincial Development Office and the Provincial General Services Offices last month, the first-ever virtual energy audit held.

The Energy Audit Team evaluated the judicious utilization of energy and conservation of the four (4) buildings; namely, Albay Provincial Capitol, Albay Public Safety and Emergency Management Office, Albay Astrodome, and Capitol Annex I.

The Albay Provincial Agricultural Office (APAO) hosted a training on Strawberry Production at the Farmers’ Auditorium in AFB Ville last November 5, 2021. The participants were consisted of members from the Rural Improvement Clubs and from the 4-H Club in the province.

As part of the training, the APAO team, together with the Assistant Agriculturist I Ms. Hilda Lopez turned over strawberry seedlings yesterday, December 23, 2021  as start up kit for participants of the previously conducted training on strawberry production.

The turnover program was also assisted by RIC Provincial Coordinator Ms. Rianea-Nieves, Training Resource Speaker Mr. Roberto Nabor Diesta and the APAO Soils Lab staff.
