(Legazpi City, December 15, 2021) – In his message yesterday afternoon at the Albay Family Based Food Production Program (AFBFPP) Awarding Ceremony held at Albay Astrodome, Governor Al Francis C. Bichara has inspired with confidence and hope of the group of Albay farmers to engage in commercial production in their continued agricultural production.

Governor Bichara in saying this reiterated his former accomplishment that happened two decades and a half ago. It was in 1996, the beginning year of his first three undefeated terms as Governor of Albay.

In this beginning year as Governor of Albay, Gov. Bichara had planned to put up the PGA-owned High-Value Commercial Crops Center (HVCCC) located along the Sabluyon Road near Mt. Mayon Park Road going to the 2700 high (ASL) Mayon Skyline Park and Tabaco City.

In the next four years, the High-Value Commercial Crops Center (HVCCC) began to be bountiful, harvested varied vegetables, geographically making Albay as the Bread Basket of these vegetable products and root crops, which were commercially marketed to local farmers and businesses of the different towns at low and reasonable costs and prices either for local consumption while the others were sold outside of the province, either inside or outside the Bicol region, allowed food sufficiency and provided increased earnings to the Albay farmers and local business entrepreneurs.

This was a similar idea Governor Bichara explained in his message to at least five hundred Albay farmers who had attended the AFBFPP Awarding Ceremony, telling them the valuable benefits of how commercial production would help them expand the selling areas to buyers not only in Luzon areas but could spread out to Visayas or Mindanao through the commercial sea ships and land vehicles that either ply by the sea and by land going to Metro Manila and vice versa.

At the beginning of his message, Gov. Bichara showed optimism and expressed elation on the high performance of the Albay farmers on the AFBFPP Season 5 Search for Outstanding Communal Vegetable Garden and Search for Cleanest and Greenest Municipality in the Province of Albay this year.
